Questions to settle early

Who owns the line is often the first one. A water main under the street usually belongs to the public utility; the service line from the curb to a building may belong to the property owner. The same split exists for sewer laterals. Knowing the owner tells everyone whose specification applies and who needs to approve the work.

The second question is access. A street opening needs traffic control and a restoration standard; a crossing beneath a highway may be better drilled than trenched; a tight space between existing utilities may call for hydro excavation.
