Underground work across Illinois

Illinois is home to our headquarters and one of the states we serve. The work is the same kind of job wherever it happens: a line has to be found, reached, installed or repaired, and the ground restored. What changes from one Illinois community to the next is who owns the system, which permits apply and how the site can be reached.

We work for municipal water and sewer departments, park and school districts, developers, plant managers and homeowners. A village replacing a section of water main and a homeowner whose sewer lateral has failed need very different crews and paperwork, so every job starts with a conversation about the site and the owner of the line.

What we need to know about an Illinois job

  • The address or the nearest intersection, and the municipality or county the site is in.
  • Which utility is involved: water, sanitary sewer, storm, power conduit or something else.
  • Whether drawings, a survey or a permit application already exist.
  • How the site is surfaced: street, parking lot, lawn or open ground.

Calling JULIE before anyone digs

Illinois requires a locate request before excavation. JULIE, the state's one-call notification center, passes the request to the owners of buried lines so they can mark them. Illinois law (220 ILCS 50/4) requires notice at least 2 and no more than 10 days before excavation, where a day excludes weekends, JULIE holidays and the day of notice, and a ticket stays valid for 25 days counted the same way. The one-call summary on this page sums up these rules and links the Act.
