In a city with many residential communities, a large share of underground requests concern lines serving homes and their common areas. Who is responsible for which line is often the first thing to clear up. A public water main and the meter may belong to the utility; the service line from the meter to the house usually belongs to the owner; storm pipes and structures in a community's common areas may belong to the association.

Once ownership is clear, the work follows a familiar path. The line is located and, where other services are close, exposed with hydro excavation. A short section is repaired through a small opening, or a longer run is replaced, by trench where the surface can be opened and by directional drilling where a driveway, a walkway or landscaping should stay in place. The surface is restored to the owner's standard.

Private lines in common areas may not be marked by that process, so the association's or owner's records help.
