Building out new ground

Where new commercial and residential development is under way, underground utilities are among the first things built. A typical sequence starts with storm sewer and sanitary sewer, because both depend on grade and have to be set at their design elevations before anything else. Water mains and services follow, with valves, hydrants and meter locations as the utility requires. Conduit for power and communications usually goes in last, before curbs and paving.

Coordination is the hard part. Each line has an owner, each owner has a specification and inspections, and the trenches for different utilities have to be sequenced so that one does not undermine another. Directional drilling can help where a crossing would otherwise cut through work already finished.

Existing properties

On developed sites the work tends to be repair, replacement or extension: a failed lateral, a leaking service, a storm structure that has collapsed, or new conduit to a building addition. These start with locating and, where other lines are close, exposing them with hydro excavation.

In Florida, excavators contact Sunshine 811 before digging, as Chapter 556 of the Florida Statutes requires, so that underground facilities are marked. Florida law requires at least two full business days of notice before digging, weekends and holidays excluded, and a ticket lasts 30 calendar days (section 556.105).
