A city that keeps building

In a large and growing city, much of the underground work is tied to construction: new apartment buildings, offices, warehouses and subdivisions each need water, sanitary sewer, storm drainage and power before anything else can be finished. At the same time, older neighborhoods and commercial areas need their existing lines repaired and replaced.

New construction work usually arrives with civil drawings and a schedule. Gravity sewer and storm are laid first, to their design grades; water mains, services and fire lines follow; conduit comes last before paving. Each connection to a public system is coordinated with its owner and inspected.

North Carolina's notification center is NC811, under the Underground Utility Safety and Damage Prevention Act (N.C. Gen. Stat. 87-115 and following). Notice must be given at least three full working days ahead, and the ticket runs until 28 calendar days after the work start date (G.S. 87-122). Work in public streets also follows the right-of-way owner's conditions.
